What other options are there? Utah is using a "road usage charge" program to help offset declining transportation funding. Drivers of alternative fuel vehicles, such as electric vehicles, have the option to pay a mileage-based road usage fee in lieu of an alternative fuel vehicle fee. Is it successful?
